Voters to decide fate of $105M

CHEYENNE - Making no further cuts, the sixth-penny sales tax committee voted on its final list of projects Wednesday, which total $105,441,987.

At the current collection rate, it would take 61/2 years to pay off that total.

But it's not an all-or-nothing deal for the voters who will head for the ballot box May 6. The committee also settled on a menu-style ballot and what it would look like, giving voters four picks, yes or no.

The two big-ticket items - the $30.6 million Archer Complex and the $55 million Cheyenne Community Recreation Center - will stand alone.

The remaining projects are grouped.

The Cheyenne Shooting Park, the Greater Cheyenne Greenway extension and seven other projects make up a $9.66 million category titled Community Enhancement and Parks.

The Health, Safety and Transportation category is the longest at 21 projects for $10.16 million. It includes the Cheyenne Regional Airport terminal design and Burns water projects.

The vote on the ballot was 4-1, with Burns Mayor Vernon Testerman Jr. voting against it.

To make it to the special election this spring, two-thirds of the municipalities must agree on the ballot; it then goes before the Laramie County Commission. The governing bodies will vote on resolutions in January.

Wyoming sales tax is 4 percent. State law allows counties to ask voters to add one percent for roads and one percent for specific projects.

Joe Morelli, a member of Citizens Opposing $pendtrift Taxation, said he thought the airport terminal should stand alone or it would endanger the numerous needs put forth by the small communities.

An Albin town councilman was concerned the town was in danger of missing out, given the size of the ballot. The town's entire slate fits under Health, Safety and Transportation.

"The only bad thing is if one of these don't pass, we're waiting six, seven, eight years," said Kelly Krakow, who sat in on the meeting.

The plan for the recreation center is the culmination of two years of planning, a feasibility study and nine public meetings, said the director of Cheyenne Parks and Recreation.

"The facility we brought forward is the wishes of the people," Rick Parish said. "What you see today is two years worth of thought process."

The Burns Town Council supports the projects, Testerman said, but several members asked him push again for an $80 million ballot. At today's rate of collection, that would be paid off in five years.

Testerman suggested slicing the two $15 million buildings from Archer, leaving the infrastructure on the acreage east of Cheyenne, and cutting $5 million from the Cheyenne Community Recreation Center.

But no one on the committee picked up the scalpel.

Cheyenne City Councilman Tom Segrave said he would give up the Greenway extension and the Botanic Gardens design, but those don't total $5 million.

"I don't know where we can chop $5 million from the rec center," he said. It's the city's "No. 1 project since January."

And by giving up the $1.9 million Christensen Overpass, he continued, "we threw out more than what you asked for originally."

Gillette has had one since the mid 70's and is currently constructing a new one. Catch up, Cheyenne. When recruiting industry, new businesses, or new employees community amenities is one of the first things people ask about. The Greenway has been a boon to recruiting; the Recreation Center will be even better...plus, all of us and our kids will have a great and healthy place to go when the wind's howling, the greenway is icy, and the temps are below freezing. Vote "Yes" and bring Cheyenne up to speed. "

" I didn't realize the Recreation Center was going to be a babyitting facility? I thought the Recreation Center was going to be a place the entire community can use for physical activity. It amazes me that people in this city don't want to pay for facilities that their entire family can use, but towns like Rawlins, Laramie, Rock Springs, Gillette, and Casper continue to invest in their community. If you don't want to invest in this city's future, what exactly do you want to invest in to make Cheyenne a better place to live? I guess Cheyenne can continue living in the 1940's and 1950's if they don't want to invest in community development projects...especially if you believe that the YMCA is your answer to everything. Plus, many studies have been done that show investing monies to keep kids active after school has a direct correlation in dropout/pregnancy rates. Yep, you are right, just keep burying your head in the sand, everything will work out fine if we as a community do nothing! "

" I find the complaining about the Taco Johns Center interesting considering the Shooting Park will cost more money and was supposed to be funded through grants and contributions - no taxpayer funds. The proposal for the lease agreement for the property with the County states the Shooting Park will fund the center with grants and contributions from the public. I guess what Shooting Park meant was a taxpayer funded facility. The proposal for the Shooting Park is a back channel deal, the continued building of a monument to the County Commissioners. I believe voters need to consider that these projects will benefit many communities for many years to come. The health, safety, and transportation category is important. " Cheyenne residents need to quit sticking their heads in the sand when it comes to community development! A recreation center will provide an outlet for our children to keep physically active. Growing up around an athletic facility, having a place to play racquetball, learn how to swim and take scuba diving lessons and participate in youth activities was a positive influence for me personally. Cheyenne is far behind places like Laramie, Rock Springs, Gillette, and Casper; communities with smaller populations than Cheyenne. Being the Capital city, we should be the lead in community development. Yet many in this town believe we should not invest in our community, why is that? Our children deserve so much more than what is currently available. And we wonder why this community is ranked 18th in the nation in drinking, and has one of the highest high school dropouts/pregnancy rates in the region. Let's fix the problem and implement positive community development programs that will assist in building a city we can all be proud of. "

" I will vote YES to the Rec Center in Cheyenne it is needed. but I do agree that the Acher Complex should not be that high, because some of that money should be coming out of private places not all out of the tax payers. I think each item needs to stand or sink on it's own, because I'm going to vote NO to the Airport Terminal because that is a waste on my money, but then Burn water project won't get done and they need that. Then again I can't vote for Burns if the Airport is on there. "

Who knows what will happen within a six year span of time. Limit the return on investments to two years and don't over shoot the moon on projects that will exceed a year in the building phase from start to finish. Also let's not start several projects at a time , we are stretching our resources and man power too thin , and then asking for additional funds later when you are over budget. "

I have emailed Mr. Parish regarding the recreation center, but he has failed to email me back, which really doesn't surprise me considering how Mr. Parish runs the parks and recreation department. If the "wishes of the people" were taken into account, then how can a recreation facility include space for boxing (a dying sport)? In fact, if you read the feasibility report, it doesn't even mention boxing until the design portion. Orifinally, when this design came out, the cost was stated to be $33 million and taxpayers wouldn't have to front any money. Now, the cost is $55 million and taxpayers are paying for all of it. In fact, perhaps the parks and recreation department should come out and let us know what we're voting on. What amenities are going to be provided in the new rec center? Why are things like boxing and an "arts room" included, but things like racquetball were excluded? Why is there such a huge area for swimming when we already have a city pool? What is the purpose of the fieldhouse? It kind of looks like a hockey rink. Will the schools use the new center? "

" All the projects should have been presented as separate ballot menu items. Many of the taxpayers will recognize the sly attempt to group unworthy pork and private projects with legitimate public infrastructure needs. The Rec Center, Cheyenne Shooting Park and Cheyenne Regional Airport terminal design are not necessary for taxpayer funding. If you vote against them, life will go on. "
