Voters to decide fate of $105M

CHEYENNE - Making no further cuts, the sixth-penny sales tax committee voted on its final list of projects Wednesday, which total $105,441,987.
At the current collection rate, it would take 61/2 years to pay off that total.
But it's not an all-or-nothing deal for the voters who will head for the ballot box May 6. The committee also settled on a menu-style ballot and what it would look like, giving voters four picks, yes or no.
The two big-ticket items - the $30.6 million Archer Complex and the $55 million Cheyenne Community Recreation Center - will stand alone.
The remaining projects are grouped.
The Cheyenne Shooting Park, the Greater Cheyenne Greenway extension and seven other projects make up a $9.66 million category titled Community Enhancement and Parks.
The Health, Safety and Transportation category is the longest at 21 projects for $10.16 million. It includes the Cheyenne Regional Airport terminal design and Burns water projects.
The vote on the ballot was 4-1, with Burns Mayor Vernon Testerman Jr. voting against it.
To make it to the special election this spring, two-thirds of the municipalities must agree on the ballot; it then goes before the Laramie County Commission. The governing bodies will vote on resolutions in January.
Wyoming sales tax is 4 percent. State law allows counties to ask voters to add one percent for roads and one percent for specific projects.
Joe Morelli, a member of Citizens Opposing $pendtrift Taxation, said he thought the airport terminal should stand alone or it would endanger the numerous needs put forth by the small communities.
An Albin town councilman was concerned the town was in danger of missing out, given the size of the ballot. The town's entire slate fits under Health, Safety and Transportation.
"The only bad thing is if one of these don't pass, we're waiting six, seven, eight years," said Kelly Krakow, who sat in on the meeting.
The plan for the recreation center is the culmination of two years of planning, a feasibility study and nine public meetings, said the director of Cheyenne Parks and Recreation.
"The facility we brought forward is the wishes of the people," Rick Parish said. "What you see today is two years worth of thought process."
The Burns Town Council supports the projects, Testerman said, but several members asked him push again for an $80 million ballot. At today's rate of collection, that would be paid off in five years.
Testerman suggested slicing the two $15 million buildings from Archer, leaving the infrastructure on the acreage east of Cheyenne, and cutting $5 million from the Cheyenne Community Recreation Center.
But no one on the committee picked up the scalpel.
Cheyenne City Councilman Tom Segrave said he would give up the Greenway extension and the Botanic Gardens design, but those don't total $5 million.
"I don't know where we can chop $5 million from the rec center," he said. It's the city's "No. 1 project since January."
And by giving up the $1.9 million Christensen Overpass, he continued, "we threw out more than what you asked for originally."
