While Wyoming lawmakers continue to fail to ensure the state has enough money to provide necessary services, many local officials are being forced to take matters into their own hands.

In some places, this means proposing – for the first time – an optional fifth or sixth penny of sales tax. In others, it means debating whether to consider increasing fees for municipal services as a way to fund them.
